Majlis Online Abu Dhabi, Dubai and‌ ‌Al‌ ‌Ain‌ ‌:-‌ Electronic Signature Used in Council Meetings

The Majlis is a Constitutional monarchical body, established by the constitution adopted in 2021. The constitution guarantees the full participation right of the citizens in the formulation of laws and in the conduct of public policies. Majlis is also considered as a consultative body. This consultative role is assumed by the elected council, consisting of eighty members. These are nominated by the Majlis members and approved by a majority vote. Consultative sessions of the Majlis are occasionally held.



The members of Majlis are elected for four year terms. Terms may be renewed by a simple majority vote after each election. During the first term of each council, all candidates for election to the Majlis are listed, except the Speaker of the Majlis who is selected by the governing body of each constituent state.

Before the Majlis

The Majlis provides its citizens with the opportunity to participate in debate regarding certain laws. Citizens are allowed to present their opinions on bills before the Majlis and to make suggestions for improvements in certain laws. The terms of office of the Majlis differ from state to state. The presiding officer is selected by the members of the Majlis Abu Dhabi at their meeting or through a vote of the constituent assembly. The terms of office of the Majlis do not overlap with that of any federal government administration.

Online consultation is available for all members of the Majlis at the online website of the Majlis. They can express their opinion about a certain bill in the online consultation forum. If there is a consensus in the online council, it will be presented to the majors for further discussion and a final decision on the bill. The members of the council are not allowed to introduce any bill that they do not believe in. Once the bill is passed by the council, it is published for the general public and a copy is given to all stakeholders.

Electronic signatures

Electronic signatures are available for all signatures on bills. Once the bill has been introduced into the Majlis In Abu Dhabi online council, a digital signature is produced by the lawyer who drafts the bill. The digital signature cannot be altered in any way and is attached to the bill in a permanent record. The electronic signature can be tampered by anyone who has the authorization to do so. A person who signs a bill without the authorization of the lawyer has to compensate for the legal fees incurred in defending his action. The attorney general can challenge an electronically signed bill within 30 days.

Quarantee of confidentiality

The online consultation before introducing a bill is available for all members of the Majlis at their personal websites. Before the bill is presented for a second reading in the Majlis Online, a maximum of three such consultations must have been conducted among the members. For all members, there is an online chat forum available. The discussions are carried out under the guarantee of confidentiality. Every member can put in a question and the opinions expressed by all the members are published on the council's official website.
